Click on the thumbnails to view the image!1) Open up your image.
I will be using the one below
2) Go to Effects --> Artistic Effects --> Posterize
3) Match your settings to mine. I usually go between 6-10
4) Go to Adjust --> Add/Remove Noise --> Edge Preserving .
5) Match your settings to mine.
6) Repeat step 2 using the same settings
7) Go to Adjust --> Automatic Saturation Enhancement.
8) Match your settings to mine and click okay.
Now you're done

Results may vary for different images. Don't be afraid to play up your settings to achieve the results you desire.
