1) Open up your image.
2) Go to Effects --> Artistic Effects --> Posterize
3) Match your settings to mine. I usually go between 6-10
4) Go to Adjust --> Add/Remove Noise --> Median Filter.
5) Match your settings to mine and click okay.
Now you're done
